metabolism and finances

One of the thoughts I'm currently perusing is that of regulation of internal cellular metabolic. There are some chemicals which are the currency of this such as the ATP ADP reactions of phosphoryilation. Some people make the reference to this being the internal currency of the cell, so why not in turn make this comparison to the regulation of urban metabolism and examine what (if anything) governs this.
